Visitors
For those who simply intend to visit New Vanguardia, obtaining a travel visa is the best way to go. It will ease your access to the benefits offered by Vanguardia and it will ensure that you remain connected to your own state’s embassy. Travel visas are time limited, with the most common ones issued being for 3 months, 6 months, 1 year, or 3 years; however, this limit only requires you to check in with your embassy or to apply for residency.
Residency
Residency in New Vanguardia is very open, with indefinite stay and access to benefits available. There are two sorts of residency available, primarily divided by how much time a person spends living in New Vanguardia before getting their status. Permanent residents have lived in New Vanguardia for at least 3 years, at which point they become eligible to get a certificate of permanent residency. Non-permanent residents are those who have lived in New Vanguardia for under 3 years, and they are issued a residency visa. This has to do with the legal responsibility of the states involved, but you should know about the difference if you plan to reside here.
Residents can participate in New Vanguardian society in nearly every way, including voting, receiving benefits, and even serving in the Sovereign Guard, should they choose. The primary restrictions upon residents are on voting – if a resident wants to vote in New Vanguardia, they cannot have voted in a political or governmental election in another sovereign country within the last 5 years – and on holding sensitive positions, such as officer rank in the Sovereign Guard.
Citizenship
Being a citizen of New Vanguardia is not just to be a kind of resident in this sovereignty, it is to be a true part of it. A Vanguardian citizen in another country is the express priority of the Vanguardian foreign service and it is only citizens who are called to the highest roles in society. Vanguardian citizenship is granted by right of birth, both for those who are born within the country’s borders and those who are born to at least one parent who is a Vanguardian citizen. Those who want to adopt Vanguardian citizenship later must have been an acknowledged resident (with either a visa or a certificate of residency) for five years before their application, and to have actually lived in the country for at least four years counted by the day.
New Vanguardia has a semi-exclusive citizenship. This means that the sovereignty does legally accept multiple citizenship, but only for certain requirements and benefits; so that a citizen may access healthcare in another country, for example. For a New Vanguardian citizen to remain a voting citizen, they must pay taxes to New Vanguardia, can only vote in and choose to serve in the military of New Vanguardia, and are forbidden from voting in, serving in the military or police of, or paying tax to another country (approved foreign work relationships exempted). Also, a New Vanguardian citizen cannot become a citizen of any other country after obtaining their New Vanguardian citizenship or they give up their New Vanguardian citizenship entirely.
Non-voting citizens are citizens which have given up their voting rights but remain legal citizens of New Vanguardia. This isn’t imposed unilaterally by the state; no one has their voting rights removed for crime or for offending the state, but for choosing a different state allegiance over New Vanguardia. Acts such as voting in another state or paying taxes often simply result in relegation to the non-voting status, pending appeal. Strong shows of allegiance to another state can result in the rescinding of citizenship by the State Assembly. Most non-voting citizens are residents and citizens of other countries. The major reason for a non-voting citizen to retain their citizenship is passing it on to their children.
Refugees & asylum
The State of New Vanguardia takes its responsibility to refugees and displaced people very seriously. The Refugee Affairs Department manages the settlement, comfort, and safety of refugees entering the country, helping them to find work and social stability. In many cases, with the approval of the RAD, residency status and citizenship status are expedited to allow refugees to begin renewing their new lives.
